Amended: Emergency Program Act, R.S.B.C. 1996, c. 111
Summary: Bill 19 enacts the 27 ministerial orders made under the Emergency Program Act as a result of the COVID-19 pandemic emergency (COVID-19).
Bill 19 bans legal proceedings as specified except for damages caused by gross negligence.
Bill 19 authorizes regulations to be made to prevent, respond to or alleviate the effects of an emergency or a disaster, including:
- retroactive regulations, and
- regulations restricting the legal proceedings protection provided by Bill 19.
In Force: By regulation and for the COVID-19 provisions, they are repealed on the date 1 year after the date the Act comes into force by regulation
